Check the purpose, date and inspected spaces first
Find the stated scope near the beginning of the report. Was the visit a limited investigation of one leak, a broader assessment, sample collection or a post-remediation evaluation? Those are different assignments. A report about one bedroom should not be read as a conclusion about every room in the house, and a completion inspection should identify the work it is evaluating.
Confirm the address, date, room names and author. Read the access limitations before turning to the conclusions. A locked closet, unsafe attic route or intact wall finish may have prevented direct observation. Ask how those limitations affect the recommendation. “No visible growth observed” means little without knowing where the professional could look.
Note conditions during the visit: recent rain, active repairs, open windows, cleaning or unusual HVAC operation may be relevant if the author recorded them. Separate observations, inferences and unanswered questions
An observation describes what was seen, measured or reported. An inference explains what the assessor thinks that evidence may mean. A limitation identifies what remains unknown. A strong report distinguishes these rather than treating every likely explanation as an established fact. Look for wording such as “observed,” “consistent with,” “reported by owner” and “not accessible.”
Consider this fictional example, included only to illustrate report reading: “Staining was observed below the bathroom supply connection. The owner reported a previous leak. The back of the cabinet was not accessible; evaluation of the concealed area is recommended.” The observed fact is the stain. The leak history comes from the owner. Concealed damage has not been confirmed, so the recommendation is further evaluation rather than a conclusion about the entire wall.
Ask the author to explain a leap in reasoning. If one localized finding leads to a whole-house treatment recommendation, what additional evidence supports that scope? Conversely, if a significant inaccessible area is dismissed without explanation, why is further investigation unnecessary? These questions do not require you to challenge every technical judgment. They help you understand which conclusions are strong, which are tentative and which need another step.
Read moisture measurements in their material context
A moisture number needs a location, material and measurement context. A reading from wood, a relative scale used on drywall and room relative humidity are not interchangeable. Ask whether the report identifies the instrument or method, where readings were taken and how they were interpreted. A bare percentage without explanation can be misleading even when the measurement itself was performed correctly.
Look for comparisons relevant to the assembly. Was the suspect area compared with an appropriate unaffected area? Were readings limited to an accessible face, or did the evaluation include the material suspected of holding moisture? A dry-looking painted surface does not establish the condition of insulation or the back of the board. Equally, a single unusual meter reading should be interpreted by someone who understands the instrument's limitations.
Thermal images need particular care. They show temperature patterns, not an identification of mold or direct proof of water. Ask what observation or additional measurement supports the author's interpretation of an image. The EPA's investigation guidance describes moisture tools as part of an investigation; the homeowner's practical task is to understand what each finding adds rather than treating one image as a complete diagnosis.
Interpret laboratory results with the building findings
Locate the sampling purpose, locations and methods. A result from a specific surface answers a different question from an air sample collected for a limited period. Check that sample identifiers in the laboratory attachment correspond to a room map or clear location descriptions. If you cannot tell where a result came from, ask for that connection before drawing conclusions.
The CDC's environmental testing guidance explains that indoor air has no health-based mold standard and discourages routine air sampling as a general building evaluation. Therefore, an unexplained “safe” or “unsafe” threshold needs clarification. Ask whether a stated criterion comes from a project protocol, an interpretive comparison or another source, and what it can legitimately establish.
Do not interpret the largest number or the most unfamiliar organism name in isolation. Ask the assessor how the results relate to visible conditions, moisture history and the sampling circumstances. A low result should not automatically dismiss a documented wet assembly; a detected organism should not automatically establish a medical cause for symptoms. The report should identify the limits of its conclusions instead of asking the reader to perform laboratory interpretation alone.

Find the work boundary and the reason for each recommendation
If remediation is recommended, identify the affected materials and locations. Does the report distinguish accessible growth from suspected concealed areas? Does it identify the source of water, or state that source diagnosis remains incomplete? A recommendation to remove material should explain the condition being addressed, while a recommendation to investigate should identify the unresolved question.
An assessment report, a remediation protocol and a contractor's work plan are not simply three names for one document. Ask which you have and which is required for the proposed Texas project. A contractor's price should be compared with the relevant documented scope rather than with a vague verbal summary.
Look for responsibilities outside remediation. Roofing, plumbing, HVAC diagnosis and reconstruction may require separate agreements. If the report says moisture must be corrected before completion, ask who will document that correction. Ask whether the scope could change after controlled access. A responsible report can acknowledge concealed uncertainty and describe how new findings should be addressed. It should not promise complete knowledge of a sealed assembly merely because a report has been issued.
Resolve the gaps before authorizing expensive work
Prepare a short question list tied to specific pages, photographs or sample identifiers. This is easier for the author to answer than a general request to explain everything again. Start with the gaps that affect the decision: an unclear location, an unconfirmed source, a missing access limitation or a recommendation whose basis is not apparent.

Request written clarification when an answer materially changes the scope or conclusion. Keep the original and amended versions rather than replacing documents without a record. If different professionals disagree, identify whether they inspected the same areas under comparable conditions before treating the disagreement as a simple contest of opinions.
You do not need to become an assessor to use the report well. You need to know what was examined, what was found, what remains unknown and why the next step is recommended. If those four points are still unclear, schedule a focused discussion with the author before approving demolition, testing packages or reconstruction that depends on the report.
